This is not a standalone app, you need custom launchers like Apex, Nova, Holo etc. to use it. Apply the theme from respective launchers settings.

Apex settings > Theme settings > Mee UI HD > Apply

-Nova Launcher:

Nova Settings > Look and feel > Icon Theme > Mee UI HD

-Holo Launcher:

Appearance Settings > Icon pack > Mee UI HD

Note :- This theme doesn't support Go Launcher so kindly don't buy it if you want to use it on go launcher. For list of supported launcher, refer below
